Description: A veteran detective in Ohio forced women to have sex with him in exchange for their freedom and coerced witnesses to lie as part of a “nightmarish breach of trust,” according to federal prosecutors. Andrew K. Mitchell, a 55-year-old vice squad officer in Columbus, was arrested Monday by federal agents on charges of depriving individuals of their civil rights while acting under the color of law and other crimes involving two women, according to the US Attorney’s Office for the Southern District of Ohio. Prosecutors allege Mitchell kidnapped one of the women under the guise of an arrest in July 2017 and took her to an undisclosed location, where he forced her to perform oral sex in exchange for her freedom. Mitchell is accused of kidnapping a second woman in September 2017, again taking her without her consent to a location where he forced the victim to have sex in order to be released, prosecutors said. The 31-year department veteran targeted the second victim again — kidnapping her for a second time last summer and taking her to an undisclosed location, where he forced her to have anal sex before allowing her to leave, prosecutors said. Several public officials, including US Attorney Benjamin Glassman, Ohio Attorney General Dave Yost and Columbus Mayor Andrew Ginther, blasted Mitchell’s alleged actions as a serious violation of public trust that erode faith in law enforcement officers. “Police officers are heroes, not predators,” Yost told the Columbus Dispatch. “When one goes bad … it pulls respect down for all law enforcement.” Glassman, meanwhile, characterized Mitchell’s alleged actions as a “nightmarish breach of trust,” while Columbus’ interim police chief, Thomas Quinlan, said residents had “every right to be disgusted” by Mitchell’s arrest. “Our officers are given tremendous power to keep our residents safe — and the overwhelming majority are dedicated to serving our residents honorably every day,” Quinlan said in a statement to the Dispatch. “But when an officer abuses that power, the City of Columbus is committed to holding him or her accountable.” Mitchell, who was relieved of duty in September, is separately accused of trying to corruptly tamper with two additional witnesses in the case and to influence the testimony of a fifth victim in a proceeding before a federal grand jury. He’s also accused of lying to FBI agents during an interview in September 2018 at John Glenn International Airport in Columbus, where he said he never had sex with a prostitute. Federal prosecutors allege that he has, in fact, paid for sex with several prostitutes, according to a seven-count indictment. Mitchell’s attorney, Mark Collins, dismissed the charges, telling the Columbus Dispatch that his client “absolutely, 100 percent” denied the allegations. A judge ordered Mitchell, who faces up to life in prison if convicted, to remain in custody of the US Marshals Service until a detention hearing on Wednesday, the Dispatch reports. The federal indictment is unrelated to an ongoing investigation into the death of a woman whom Mitchell shot while working undercover in August 2018. Franklin County Prosecutor Ron O’Brien said the probe into the fatal shooting of Donna Castleberry, 23, is expected to be presented to a grand jury within the next month. Police have said Castleberry stabbed Mitchell in the hand before he shot her several times from an unmarked police vehicle. Collins, meanwhile, questioned the timing of Mitchell’s arrest and that proceeding. “Is he going to get a fair shake in the grand jury, with all this publicity?” Collins said, according to the Dispatch. “Is he going to be testifying in jail clothes?”

Description: A police sergeant in Florida is accused of using law enforcement databases as a personal dating service to target at least 150 women — some of whom he allegedly had sex with while on duty. An internal investigation into Bradenton police Sgt. Leonel Marines, 36, was launched in June after a citizen’s complaint was filed by an adult female and her parents, alleging that he followed her home after a “chance, brief encounter” in a parking lot earlier that day, Bradenton Police Chief Melanie Bevan told reporters Thursday. Once at the family’s home, Marines told the woman’s parents that he was there to speak with their daughter regarding a “domestic matter,” but her parents refused his request after they realized there was no need for the interaction with the officer, Bevan said. The woman’s parents then asked for Marines’ name, as well as the name of his supervisor — requests the sergeant refused before leaving the residence, Bevan said. When a watch commander confronted Marines, the officer tried to explain the creepy behavior. Marines told the watch commander that he followed the woman to her home because one of her headlights wasn’t working properly and he thought she might be impaired, Bevan said. “The two stories really didn’t match up,” the chief told reporters. “And when it was brought to my attention, I ordered a further investigation into the incident, which ultimately led to an audit of Marines’ driver license and vehicle registration record use, as well as his patrol activity.” Investigators then found a “very, very clear trend of Marines focusing on female versus male names” during his policing, Bevan said. The 12-year law enforcement veteran was removed from patrol activities and reassigned to desk duty. He was later placed on administrative leave without pay and stripped of his badge, gun and uniform before ultimately resigning in October, Bevan said. But a probe of Marines’ alleged activities revealed “several hundred” questionable database queries involving women, some dating back as far as 2012, Bevan said. In all, nearly 150 women have been interviewed by five detectives working the case. Of those, investigators determined Marines had “negative and inappropriate direct contact” while both on and off duty with a smaller subset of women, the majority of whom were Hispanic, according to Bevan, who did not provide an exact number of alleged victims. “To get right to the root of the matter, Leonel Marines was not utilizing this data for law enforcement purposes whatsoever,” Bevan told reporters. “Instead, he was using it a variety of ways — from social media, cold telephone calls, visits to their home under the guise of being there for police business, you name it — to try and get dates with these women.” Bevan said Marines — who could not be reached for comment Monday — was “very persistent and successful” in his efforts to systematically use law enforcement databases as a personal dating service. “Of course, it goes without saying that this is not what our officers should be doing with their access to information or with their time,” she told reporters. Marines would have been terminated had he not resigned. He still remains the subject of an open criminal investigation by FBI officials in Tampa — and there could be additional victims who have yet to be identified, Bevan said. Anyone with more information about Marines’ alleged conduct is asked to call (813) 253-1000. “This is truly a disturbing situation for me as chief,” Bevan said. “Over the past couple of weeks, I have personally met with most of the women involved in the smaller subset in an effort to help them regain their trust in the Bradenton Police Department and to ensure them that Marines’ actions are not a representation of those who so proudly wear this uniform and badge — and also to simply tell them I’m sorry.” A woman who identified herself as Marines’ wife told The Post that she’s now in the process of divorcing the former police sergeant after learning of the allegations last week. She declined to elaborate. “I didn’t know anything,” she told The Post through tears.

Lawrence Officer Carlos Vieira, 49, was ordered held pending a dangerousness hearing scheduled for Friday after he was arraigned on two counts of aggravated rape of a child and indecent assault and battery on a child under 14, according to the Essex District Attorney’s Office. Essex Assistant District Attorney Kim Faitella told Judge Lynn Rooney that prosecutors were contacted by the teen’s mother Jan. 29 after learning that her son had sexual contact with a police officer. “The investigation revealed that the boy and the defendant allegedly were in contact through the social media app GRINDR,” according to a news release by the district attorney’s office. The alleged rape took place after Vieira met the teen at Mt. Vernon Park in Lawrence before engaging in sexual acts on one occasion last summer. The boy then recognized Vieira as the man he met at the park when he spotted the officer on crowd control duty following a gas explosion in September, prosecutors said. Vieira, who joined the force in 1999, was placed on administrative leave following his arrest, the Boston Globe reports. Vieira’s attorney, Gil Nason, said his client was mistaken for another man. “The big question here is identification as to whether or not they even picked the right person,” Nason told WBZ-TV, adding that a photo array displayed by investigators did not positively identify Vieira. “That’s an accusation. That’s sometimes all it takes. As far as we know, there is no DNA, there’s no forensics in this case. It’s just an ID of somebody saying something. And that’s why we’re here.” Lawrence Mayor Dan Rivera said he was “angry, sickened, dismayed [and] saddened” by the allegations. “We have fired and forced out many officers who did not meet and could not stand up to the code of conduct and the high level of professionalism that my office, the chief of police and the men and women and leadership of the police unions have worked to establish,” Rivera told WCVB. “If [the allegations are] found to be true, we will move swiftly to remove the officer involved. This is a travesty.”

Description: A Florida state trooper has been arrested for having sex with a girl starting from when she was just 14 — at least once in the back of his car parked in a public gas station, according to authorities. Highway Patrol trooper Riley Marcus Schwarz, 23, was busted after the girl’s parents found her journal detailing the numerous times the officer had sex with the youngster, according to the Tampa Bay Reporter. “The contents of the journal indicate that the relationship was sexual in nature and that they had been talking to each other since Sept. 23, 2018,” the arrest affidavit says, according to the paper. They started having sex in October 2018 when the girl was just 14, the affidavit states. Schwarz admitted to the having intercourse with the girl “six to eight times,” according to the affidavit, including once “in the back seat of his vehicle” at a Mobil gas station. Schwarz has been charged with two felony counts of lewd and lascivious battery involving sexual activity of a victim 12-15 years of age, according to records, and is being held in Land O Lakes jail on $10,000 bond. He was immediately fired by the Florida Highway Patrol. “The alleged actions are reprehensible, and the department continues to cooperate fully with the investigation,” Captain Thomas E. Pikul said, according to the Reporter.

(WSVN) - A Miami Beach Police officer has been suspended after, officials said, he had sex on the beach, an allegation that has triggered an internal affairs investigation. Miami Beach Police officer Jorge Ortega was suspended for “sexual misconduct” on the sand, according to department officials. Miami Beach Police Chief Daniel Oates confirmed the officer’s suspension on Wednesday due to the alleged episode on the beach. Oates released a statement that read in part, “Today I suspended from duty (with pay) police officer Jorge Ortega as a result of an internal affairs investigation involving sexual misconduct while on duty. Officer Ortega was hired by the MBPD in March of 2016.” Miami Beach residents and visitors were not amused. “A cop?” asked tourist Allen Bradley in disbelief. “A cop is supposed to be an enforcer of the law, and he’s supposed to be setting an example,” said local resident Marta Worwag. “He can get himself a room. It’s $100, and it would save him a lot of trouble,” chimed in Younes Bekkali, drawing laughs from Worwag. “It’s cheaper. Now it’s gonna cost him probably his job and much more.” Police have not said when the incident in question happened or the exact location, but they did confirm an internal affairs investigation is underway. Oates’ statement further states, “The department became aware of the allegation a little more than a week ago and launched a full investigation. My action today is a reflection of the seriousness of the matter and the evidence that has been collected thus far.” The Miami-Dade State Attorney’s Office is also looking into the matter. Bradley said the department didn’t go far enough. “Code of ethics. You need to be suspended without pay,” he said. “He has nothing to complain about.” Officials have not specified a timetable for Ortega’s return or when the internal affairs investigation will be completed.

Description: Biloxi, Miss. -- A former Mississippi Gulf Coast police officer told a judge Monday that she had sex with her supervisor and then fell asleep while her 3-year-old daughter was dying inside an overheated patrol car. Cassie Barker pleaded guilty Monday to manslaughter in a plea bargain after being indicted on a second-degree murder charge. CBS affiliate WLOX reports reports prosecutors recommend the 29-year-old Barker spend 20 years in prison. Harrison County Circuit Judge Larry Bourgeois said he wanted more time to consider the case and would sentence the ex-Long Beach officer April 1. Cheyenne Hyer died Sept. 30, 2016, after her mother left her strapped in a car seat for four hours while Barker was with her then-supervisor at his home. The car was running with the air conditioner turned on, but wasn't blowing cold air. The girl was unresponsive when Barker returned. Authorities say Hyer's body temperature was 107 degrees when she arrived at a nearby hospital. "I don't know what I could ever do to you that could be worse than what you've already experienced ... You will forever be entombed in a prison of your own mind," Bourgeois told Barker, WLOX reported. Barker had been free on bail but was arrested Monday after pleading guilty. Barker, who was working two jobs at the time, originally claimed she had been talking to Clark Ladner at his house early on a hot weekday morning when she fell asleep. Ladner and Barker were fired by the city of Long Beach within days. Ladner hasn't been criminally charged, telling officials he didn't know the girl was in the car. Reports at the time indicated Ladner told officials he had taken a sleep aid and also fallen asleep. The mother had left her daughter alone in a car at least once before, at a store in nearby Gulfport in April 2015. Police responded and child welfare officials took temporary custody of the girl at the time. Barker was suspended from the Long Beach police for a week without pay. The girl's father, Ryan Hyer, said he was never notified of that first incident. "Every time I close my eyes, I picture her suffering and then I picture her laying in this coffin," Ryan Hyer said Monday. "I still see her smiling and laughing in my head and I would assume that smile and laughter turned to pain and suffering in that instance." The father is suing the Long Beach Police Department and the Mississippi Department of Child Protection Services for the wrongful death of his child, saying the child welfare agency should have taken stronger action after the first incident. "As a parent, you are supposed to protect your child, and Cheyenne is gone because her mother didn't protect her, not once but twice," Hyer said. Barker herself was hospitalized after the girl's death for what officials described as shock. A psychological exam showed Barker suffered from post-traumatic stress disorder attributed to childhood trauma and her daughter's death. She was found competent to stand trial.

Description: A New Jersey police chief has been accused of offering a promotion to an officer in exchange for sex with the officer’s wife and daughter, reports said. The officer alleged that Vineland Police Chief Rudy Beu made the comment at a sports bar in Philadelphia in April 2017. A complaint was filed against Beu with the city solicitor, but the officer claims nothing has been done about the alleged harassment. However, Beu said the complaint was made in retaliation against him but declined to comment further on the accusation. “Although I am not at liberty to make any specific comments, I can tell you that there are two sides to every story,” Beu told reporters. “This is a retaliatory action taken against myself and certain command staff members for reasons I cannot discuss at this time.” The unnamed officer claimed that during the meeting at the bar, Beu said he would promote him if he allowed him to go home with his wife and asked what assets she had while pointing to her body. “She felt very uncomfortable, and that is when she walked away,” the officer said. A few days later, the officer alleges that Beu made similar comments about his daughter, who was under 13 at the time. “As I go out the door, he says ‘How about your daughter?’ and he starts laughing,” he recalled. The officer also claimed Beu yelled at his children, saying their father was getting a promotion as they sat inside the officer’s parked vehicle. Craig Scarpa, president of the Vineland PBA Local 266 union, said the officer did the right thing by filing a complaint. “(The comments) were absolutely unprofessional and if it happened the way officer said it happened, it is illegal,” Scarpa commented. “I have no reason to believe that it did not happen that way because I have seen and witnessed Mr. Beu be untruthful too many times.” Beu was sworn in as Vineland Chief of Police in 2016 and has been married to his wife for 34 years, according to the department’s website. The police chief said he sent the complaint to prosecutors and “demanded that we all be investigated, myself included,” according to the New York Post.
